Chemung County Executive Chris Moss maintains a strong, vocal pro-Second Amendment stance and actively worked to streamline pistol permit processes during his tenure as the Chemung County Sheriff.

Stance and Ratings

Pro-Second Amendment Actions: Moss has consistently supported lawful gun ownership. In 2013, as Chemung County Sheriff, he eliminated the county’s restricted pistol permit option. He moved the county to a single-tier system that granted unrestricted carry permits to all qualified applicants who completed a designated training course. 

Opposition to NYS Gun Control: As a prominent Republican official and former president of the New York State Sheriffs’ Association, Moss has long been an outspoken critic of restrictive New York State gun laws, including the NY SAFE Act.

Official Ratings: While individual local executives do not always receive routine scorecard grades from national organizations such as the NRA, Moss has an established reputation as a strictly pro-Second Amendment, law-and-order conservative throughout New York State.
